You can download the dataset directly from internet archive using pip install internetarchive && ia configure && ia download --search 'collection:deutscherbundestag' --glob '*.pdf'. This takes quite a while - let it run over night.
If you are impatient, here's a compressed version of the files. This download comes directly from my server and may be slow if many people are using it. I also don't guarantee that it will stay up, or up-to-date. Each of the .tar.gz archives below contains the documents of a single election period (1-18).
